Delete branch "%!s()"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
The disclosure policy uses PR state captured during workspace preparation. A PR merged or closed during discovery or verification can still receive comments.
Refresh lifecycle state at the host publication boundary, suppress publication for closed or merged PRs, and fail closed on lookup or parse errors. Preserve disclosure recovery and local artifacts. Apply the guard to all paths that publish PR reviews.
Validation: cover open-to-closed and open-to-merged transitions, lookup failures, malformed responses, and publication for an open PR.
