test: tolerate rate-limit delays in late-fund recovery ... ee3b4b8668

Replace the pending-capacity retry count with a five-minute polling
budget and a pause between recovery attempts. CDK request pacing can
consume a recovery deadline without completing a settlement.

Report wallet mode, pending records, issuances, and the last recovery
report on failure while retaining the balance and receipt assertions.

Validated with nix flake check.
